The 8th ASEAN–Pacific Alliance Ministerial Meeting was held in New York

September 24, 2025. – Within the framework of the 8th Ministerial Meeting between the Association of Southeast Asian Nations (ASEAN) and the Pacific Alliance (PA), held at the United Nations headquarters in New York, Colombia, in its capacity as Pro Tempore Presidency of the Pacific Alliance, reiterated the strategic importance of the relationship with ASEAN and its commitment to continue strengthening bi-regional cooperation ties.

Colombia’s Minister of Foreign Affairs, Rosa Yolanda Villavicencio, encouraged ASEAN member states to deepen their cooperation with the Pacific Alliance, noting that “together, we can amplify our efforts in key areas such as digital transformation, sustainable development, education, trade, and innovation. These are real tools for contributing to peace and prosperity in times of uncertainty and instability.”

The ASEAN-AP Tourism Microsite and the Online Learning Initiative, a joint platform for sharing best practices in sustainable tourism and tourism innovation, with content contributed by countries from both regions, were also presented at the event.

The session concluded with the reading of the joint press release by the co-chairs, the Minister of Foreign Affairs of Singapore, on behalf of ASEAN, and the Minister of Foreign Affairs of Colombia, on behalf of the Pacific Alliance.

8th ASEAN-PACIFIC ALLIANCE MINISTERIAL MEETING

    1. The 8th ASEAN-Pacific Alliance Ministerial Meeting was held on 24 September 2025 on the sidelines of the 80th Session of the United Nations General Assembly (UNGA) in New York City, USA. The Meeting was co-chaired by Minister for Foreign Affairs of the Republic of Singapore, H.E. Dr Vivian Balakrishnan, and Minister of Foreign Affairs of Colombia, H.E. Rosa Yolanda Villavicencio.

    2. The Ministers noted the recent developments in ASEAN and the Pacific Alliance, and reaffirmed ASEAN’s and the Pacific Alliance’s unwavering commitment to upholding multilateralism and the multilateral trading system as well as the importance of continued inter-regional cooperation in mutually beneficial areas for the peoples of the two regions. These include, among others, trade and investment, digital and green economies, Micro, Small and Medium sized Enterprises (MSMEs), sustainable development, tourism, as well as cultural, academic and other people-to-people exchanges.

    3. The Ministers took note of the progress of the implementation of the ASEAN-Pacific Alliance Work Plan (2021-2026) under its five pillars: (i) Economic Cooperation; (ii) Education and People-to-People Contacts; (iii) Science, Technology and Innovation as well as Smart Cities and Connectivity; (iv) Environment and Sustainable Development and; (v) Cooperation on Post-Pandemic recovery due to COVID-19.

    4. The Ministers highlighted the importance of fully and effectively implementing the remaining activities under the current ASEAN-Pacific Alliance’s Work Plan including preparations for a new Work Plan that will reflect emerging challenges and opportunities, and reiterated their commitment to continue pursuing regional integration and inter-regional cooperation initiatives, while acting within their respective areas of responsibility.

    5. The Ministers also welcomed the launch of the Tourism Microsite and E-Learning initiative as well as the proposed ASEAN-Pacific Alliance Cultural Week which aims to highlight the cultural vibrancy among the countries of both regions under the Education and People-to-People Contacts pillar of the Work Plan.

    6. The Ministers underscored Singapore’s progress towards Associated State status and the Pacific Alliance –Singapore Free Trade Agreement as a precedent for other ASEAN Member States to strengthen ties with the Pacific Alliance.

XI Meeting between the ASEAN Permanent Representatives Committee and the National Coordinators of the Pacific Alliance

Jakarta (Indonesia), June 23, 2025.- In its capacity as Pro Tempore Presidency of the Pacific Alliance, Colombia co-chaired, together with Singapore, the XI Meeting between the Committee of Permanent Representatives of the General Secretariat of the Association of Southeast Asian Nations (ASEAN) and the National Coordinators of the Pacific Alliance.

This event brought together representatives from the ten ASEAN member countries, as well as delegations from Chile, Colombia, Mexico, and Peru, representing the Pacific Alliance.

“We celebrate the important achievements and progress made by ASEAN and its member countries on their path toward stronger regional integration. We recognize the value of mutual learning from the best practices implemented by each country, as well as the promotion of public policies that have contributed to economic growth and social inclusion in our respective regions.

We also highlight the continuous development and strengthening of trade capacities both intra and extra-regional, which boosts cooperation and exchange between the two blocs”, said Francisco Gutiérrez, Director of Regional Coordination and Integration Mechanisms at the Ministry of Foreign Affairs of Colombia.

Among the main items on the agenda for this meeting, the senior officials celebrated the entry into force on May 3 of the Free Trade Agreement between Singapore and two countries of the Pacific Alliance: Peru and Chile.

With a view to strengthening the framework for cooperation between the two regional blocs, the Pro Tempore Presidency of the Pacific Alliance underscored its commitment to implementing the ASEAN-Pacific Alliance Work Plan 2021-2026, which promotes capacity building in areas such as economic cooperation, education, science, technology and innovation, connectivity, and the environment.

During the meeting, Colombia’s National Coordination presented the progress led by the technical tourism bodies of ASEAN and the Pacific Alliance in relation to the launch of the sustainable tourism microsite.

This space highlights good practices that promote responsible tourism and innovation for the benefit of the economic development of local communities.

Preparations were also made for the VIII Ministerial Meeting between the Pacific Alliance and ASEAN, which will take place within the framework of the 80th session of the United Nations General Assembly in New York, United States, in September. This meeting consolidates its position as a strategic platform for dialogue between the two integration mechanisms, where joint decisions are planned and the Pacific Alliance’s projection towards the Asia-Pacific region is strengthened.

At the end of the meeting, representatives from ASEAN and the Pacific Alliance reaffirmed their commitment to strengthening dialogue and cooperation between the two blocs, with the aim of consolidating a more integrated, global, connected, and citizen-centered region, in line with the 2021–2026 Work Plan and the 2030 Vision of the Pacific Alliance.

ASEAN and Pacific Alliance close 2024 work year in Jakarta

December 5, 2024.- With the presence of the 10 permanent representations (plus Timor Leste) to ASEAN and the ambassadors or chargés d’affaires a.i. of Chile, Colombia, Mexico and Peru, the closing of the year of work between the two regional blocs, organized by the Pro Tempore Presidency of Chile in the Pacific Alliance through the Chilean Mission, was held in Jakarta on December 4.

Ambassador Bavonethat Douangchack, permanent representative of Laos, the country chairing the ASEAN process until next week and which will formally hand it over to Malaysia, highlighted the materialization this year of two visits by the Secretary General of ASEAN, Dr. Kao Kim Hourn, to an equal number of Latin American countries that are part of the Pacific Alliance (Chile and Peru). He also highlighted the presence in Jakarta of the Director General of Multilateral Economic Relations, Marcela Otero, at the meeting held in August to evaluate the state of action and tasks ahead, between the Pacific Alliance and ASEAN, as milestones to be highlighted when evaluating 2024.

During the activity, the Chilean Ambassador to Indonesia, Mario Artaza, on behalf of the Pacific Alliance, gave a brief summary of what has been accomplished this year, highlighting the Pacific Alliance’s vocation to project itself even more vigorously in Asia Pacific, with initiatives in the areas of gender and trade. He also valued the agreement reached between the Pacific Alliance and ASEAN to extend the 2021-2025 work plan until the end of 2026 and thanked the Philippines for its collaboration as the country in charge of ASEAN for relations with the Pacific Alliance, along with the best wishes expressed to Singapore, the country that will have that responsibility in 2025.

Ministerial Meeting of the Pacific Alliance and ASEAN takes place in New York

September 25, 2024.- In the framework of the United Nations General Assembly, the Seventh Ministerial Meeting between the Pacific Alliance (PA) and the Association of Southeast Asian Nations (ASEAN) was held today in New York, United States. This activity – which had not been held since 2019 due to the coronavirus pandemic – was co-chaired by the Minister of Foreign Affairs of Chile, Alberto van Klaveren, in his capacity as pro tempore presidency of the PA, and the Secretary of Foreign Affairs of the Philippines, Enrique Manalo, the country in charge this year in ASEAN of the relationship with the PA.

During the ministerial activity, the progress of the implementation of the 2021-2025 Work Plan between the Pacific Alliance and ASEAN was reviewed; and the need to further enhance cooperation between the Pacific Alliance and ASEAN in areas of mutual interest, including trade and investment, digital economy, MSMEs, tourism, education and cultural exchange, people-to-people engagement, science and technology, and sustainable development was highlighted.

In his speech, Minister Van Klaveren noted that the Pacific Alliance considers it very important to continue interregional cooperation in areas that are mutually beneficial to the peoples of both regions.

7th ASEAN-PACIFIC ALLIANCE MINISTERIAL MEETING

  1. ASEAN and the Pacific Alliance welcomed the Ministerial Meeting between the two regional mechanisms during the 7th ASEAN-Pacific Alliance Ministerial Meeting, held on 25 September 2024 on the sidelines of the 79th Session of the United Nations General Assembly (UNGA) in New York City, USA. The Meeting was co-chaired by H.E. Enrique A. Manalo, Secretary for Foreign Affairs of the Republic of the Philippines, and H.E. Alberto van Klaveren, Minister of Foreign Affairs of the Republic of Chile, and was the first high level in-person interaction between ASEAN and the Pacific Alliance after their last Ministerial Meeting in September 2019.

  2. Acknowledging global challenges including post-pandemic economic recovery, climate change and disruptive technologies, the Ministers stressed the importance of continued inter-regional cooperation in mutually beneficial areas for the peoples of the two regions. In particular, the Ministers emphasized the importance of promoting free trade, digital economy, and people-to-people exchange. They also expressed continued support to the Micro, Small and Medium sized Enterprises (MSMEs) as a vital driving force of the economies of both regions.

  3. The Ministers reviewed the progress of the implementation of the ASEAN-Pacific Alliance (PA) Work Plan (2021-2025), following its adoption in November 2021, and underscored the need to further enhance ASEAN-Pacific Alliance cooperation in the areas of mutual interest, as may be mutually agreed, including trade and investment, digital economy, MSMEs, tourism, education and cultural exchange, people-to-people engagement, science and technology, and sustainable development. The Ministers also took special note of the virtual forum held on 26 June 2024, under the working theme “Mainstreaming Gender Equality: Sharing best practices between the Association of Southeast Asian Nations and the Pacific Alliance”, where both regional blocs reviewed the importance of sex disaggregated data to push forward women’s economic empowerment, and shared the efforts made to mainstreaming the gender perspective in our regions, including the main regional strategies on inclusive trade.

  4. The Ministers updated the ASEAN-Pacific Alliance Framework Agreement for Cooperation (FAC), adopted in September 2016, by endorsing the addendum to formally acknowledge that the National Coordinators of the Pacific Alliance subsumed the role of the Group of External Relations of the Pacific Alliance since July 2019. Both sides shared the relevance of institutionalizing the changes by revisiting the FAC periodically.

  5. The Ministers noted the recent developments in ASEAN and the Pacific Alliance, including the 57th ASEAN Foreign Ministers’ Meeting and Related Meetings in July 2024, the upcoming 44th and 45th ASEAN Summits and Related Summits in October 2024 and the Pacific Alliance Presidential Summit next December in Chile, and the progress on the accession process of Costa Rica as a PA member and Singapore as a PA associated state.

Pacific Alliance National Coordinators meet with the Permanent Representatives of ASEAN

August 16, 2024.- This August 15, in Jakarta, Indonesia, the National Coordinators (NCs) of the Pacific Alliance (PA) countries met with the Committee of Permanent Representatives (CRP) of the Association of Southeast Asian Nations (ASEAN), to advance with the next actions between both regional mechanisms, contemplated in the Work Plan 2021-2025, and reaffirm the commitment to continue strengthening ties between the two blocs.

The meeting was co-chaired by the national coordinator of the pro tempore presidency of Chile, Marcela Otero, and Ambassador Hjayceelyn M. Quintana of the Philippines, the country in charge of relations with the PA this year. In addition, the national coordinators of Colombia, Mexico and Peru participated remotely and the permanent representatives of the ASEAN countries participated in person. The activity was also attended by the Director of External Relations of the ASEAN Political Security Community Department, Bala Kumar.

“As pro tempore presidency, Chile wants to take this opportunity to strengthen our relationship, fulfilling the ministerial mandate to meet, to follow up and boost ties between our two mechanisms but also looking to the future,” said Marcela Otero.

The AP-ASEAN Work Plan 2021-2025 was adopted on November 24, 2021, during the virtual meeting between the Permanent Representatives Committee and the National Coordinators. The plan includes 23 actions in five areas: economic cooperation; education and culture; science, technology and innovation, as well as smart cities and connectivity; environment and sustainable development; and post-pandemic recovery.

Chile’s national coordinator, Marcela Otero, also participated in a round table on Trade and SME policies, organized by the Embassy of Chile in Indonesia, where she presented the various initiatives of the Pacific Alliance on small and medium-sized enterprises, as well as on gender and trade issues.

ASEAN and Pacific Alliance meet at the level of their representatives in Jakarta

May 15, 2024.- The representatives to the Association of Southeast Asian Nations (ASEAN) of the countries that make up the Pacific Alliance (PA) met in Jakarta with their counterpart from the Philippines, the country entrusted this year by ASEAN with the relationship with the PA.

The Permanent Representative of the Philippines, Hjayceelyn M. Quintana, held a working lunch with the ambassadors and chargé d’affaires of the Pacific Alliance countries -Chile, Colombia, Mexico and Peru- and the ASEAN Secretariat at the Permanent Mission of the Philippines to ASEAN on 14 May.

On the occasion, they spoke about cooperation and collaboration between ASEAN and the Pacific Alliance in 2024, the Joint Work Plan (2021-2025) and instances of convergence for this year, such as the possible Ministerial Meeting that would take place within the framework of the next United Nations General Assembly, in September in New York. The holding of webinars between the AP and ASEAN this year was also highlighted.

Representatives of the Pacific Alliance countries in Indonesia highlight work priorities with ASEAN

April 5, 2024. – This week in Jakarta, Indonesia, on the occasion of the start of the pro tempore presidency of the Pacific Alliance Chile 2024, the Ambassador of Chile, Mario Artaza, received at his residence the heads of the missions of the four countries that make up the Pacific Alliance (PA): Tatiana Rodriguez, Chargé d’Affaires of Colombia; Alonso Gomez, Chargé d’Affaires of Mexico; and Ambassador Luis Tsuboyama of Peru; and representatives of the local government and diplomatic sphere, the Indonesian Chamber of Commerce and Industry, and local companies.

The activity began with a virtual greeting from the Vice Minister of Trade of Chile, Claudia Sanhueza, who referred to the work projected for this year in the Pacific Alliance, the Joint Work Plan between the PA and the Association of Southeast Asian Nations (ASEAN), as well as highlighting the relevance for the economies of a greater participation of women in leadership and business development.

During the activity, Ambassador Artaza shared the PA’s work priorities with ASEAN, including the resumption of the meeting of Pacific Alliance and ASEAN ministers, within the framework of the General Assembly of the United Nations (UN), as part of efforts to increase political and cooperation ties.

The Pacific Alliance and ASEAN have maintained a formal level of relationship since 2016, so the ASEAN General Secretariat in Jakarta, Indonesia, is the neuralgic point for the development of the work agenda with the organization. The closeness between both regional integration blocs is manifested through cooperation projects in areas such as gender equity, tourism, marine debris management, among others; annual meetings at the technical level between the PA National Coordinators and the ASEAN Permanent Representatives Committee and frequent meetings at the political level between the Ministries of Foreign Affairs of both blocs, in the context of the UN General Assembly.

Joint Press Release | Meeting between the Committee of Permanent Representatives to ASEAN (CPR) and the National Coordinators of the Pacific Alliance

The annual meeting between the Committee of Permanent Representatives to ASEAN (CPR) and the National Coordinators of the Pacific Alliance was held on 31 October 2023 in hybrid format to give continuity to the activities of the 2021-2025 Work Plan, as well as to reaffirm the ties of cooperation and friendship between the two regional blocs.

The Meeting exchanged views on developments in both regions, reviewed the implementation of the ASEAN-Pacific Alliance Work Plan (2021-2025) and discussed ways to further promote cooperation between ASEAN and the Pacific Alliance, with emphasis on Gender Equality; Student Mobility; Digital Economy; Environment; Culture; and Education.

Both sides highlighted the importance of promoting bi-regional work, making their achievements visible. At the Meeting, the Pacific Alliance presented four proposals with regard to joint activities on gender mainstreaming, sustainable management of plastic waste, student and academic exchanges, and cultural exchanges. To institutionalise the engagement between the Committee of Permanent Representatives to ASEAN and the National Coordinators of the Pacific Alliance, the Meeting agreed to revise the ASEAN-Pacific Alliance Framework for Cooperation and to subsequently submit it to the ASEAN-Pacific Alliance Ministerial Meeting for adoption. They also looked forward to resuming the Ministerial Meetings between ASEAN and the Pacific Alliance in 2024 and onwards.

The Meeting was attended by members of the Committee of Permanent Representatives to ASEAN, National Coordinators of the Pacific Alliance, with physical attendance of the Ambassador and representatives from the Embassies of Pacific Alliance Member Countries in Jakarta, as well as the representatives from the ASEAN Secretariat, and Timor-Leste as an observer.
